2010 MUNICIPAL AND SCHOOL BOARD ELECTION

Manitoba Municipal Elections are held every four years.  The general Election Day is always the fourth Wednesday of October.  The next general election is October 27, 2010.

 

October 27, 2010 is also the election of School Board Trustees.  The City of Portage la Prairie and the Portage la Prairie School Board have decided to have a joint election and have appointed Sharon Williams as the Senior Election Official for the City of Portage la Prairie.

 

QUALIFICATIONS OF CANDIDATES

To qualify as a candidate you must be:

 

City Council:

  • A Canadian citizen

  • At least 18 years of age on election day

  • A resident of Manitoba

  • A voter in the City of Portage la Prairie.

School Board:

To qualify as a candidate you must be:

  • A Canadian citizen

  • At least 18 years of age on election day

  • A resident of the School Division for at least 6 months on election day

The Municipal Candidate Guidebook and the Guide to School Boards and Trusteeship in Manitoba are designed to assist anyone interested in seeking election either City Council or School Board Office. These Guidebooks provide an overview of the election process in Manitoba and outline the steps you need to take to run as a candidate in for City Council and School Board Trustee.

 

NOMINATIONS

All candidates for either City Council or School Board Trustee must file nomination papers, available from the SEO, in order to run in the election.  Nomination papers must be filed during the nomination period of September 15 to 21, 2010.  Completed nomination papers must include:

  • Your name or the name you commonly go by.  This will be the name that is shown on the ballot so it is a good idea to use the name people are most familiar with.

  • Home address and telephone number where you can be contacted.

  • The office you are seeking - Mayor or Councillor

  • A declaration taken under oath that you are qualified to be nominated and that the information provided is true.

  • The names, addresses and signatures of the number of eligible voters needed to support your nomination. For the City of Portage la Prairie the number of signatures required is 25.The persons signing the nomination form must be eligible voters whose names appear on the voter’s list.

QUALIFICATIONS OF VOTERS

To qualify as a voter in a specific municipality, a person must meet the following criteria:

  • A Canadian citizen

  • At least 18 years of age on Election day

  • A resident of the municipality for at least six months before Election Day (April 27, 2010)

  • For a Non-Resident Owner - must be a registered owner of property in the municipality for at least six months before Election Day (April 27, 2010).

REGISTRATION

New for the 2010 Election, all candidates must register before they can begin to accept contributions or spend money on their campaign. Candidates must fill out a Registration Form available from the municipality's Senior Election Official (SEO).

 

Candidates must register within a certain timeframe:

 

Head of Council (Mayor) - May 1 to September 21, 2010

Councillors - June 30 to September 21, 2010

 

To register candidates must provide their name and address as well as identify the office they are seeking - Mayor or Councillor. The registration form also requires candidates to provide information about their campaign account.  This information is required prior to accepting monetary contributions for the purpose of the campaign. 

 

CAMPAIGN FINANCE RULES

New campaign finance rules are in place for all municipalities under the Municipal Act.  These rules only apply for municipal candidates. They do not apply to School Board candidates.

 

All municipalities are required to pass a Campaign Expenses and Contribution By-Law.  The City of Portage la Prairie has established a limit through By-Law No. 10-8471on Mayor and Councillor spending.  For Mayor it is $2,500.00 and for Councillor it is $2,000.00.  Click here for the City of Portage la Prairie Campaign Expenses and Contributions By-Law 10-8471.

Below, for your information, are some notes regarding NEW rules on campaign contributions – this can also be found in the Guidebook for Municipal Candidates – These rules do not apply to School Trustee Candidates:

  • Only residents of Manitoba are allowed to contribute to municipal campaigns

  • Union, corporate and anonymous donations are not allowed

  • There is a $1,500 (per contributor) limit to a candidate for head of council and a councillor election at large

  • These contribution limits also apply to the amount that a candidate and their spouse may contribute to their own campaign

  • Gifts in kind are considered donations and their value must be considered in the contribution limit.

  • It is important for you to keep track of any contributions that you receive or expenses you incur – refer to the Guidebook for Municipal Candidates – this includes helpful hints on record keeping.

  • At the end of your campaign, regardless of whether nominated or elected, you must file an election finance statement with the CAO (City Manager).  An election finance statement form is included in By-Law 10-8471 as well as in the Guidebook for Municipal Candidates.  If there are any questions regarding this, please contact the City Manager about the filing of this document.

ELECTION DAY – October 27, 2010 (8:00 a.m. to 8:00 p.m.)

  • Advance, Mobile and Sealed Envelope Ballots will be counted at City Hall at 97 Saskatchewan Avenue E. at 8:00 p.m.

  • Election Results will be tallied at City Hall 97 Saskatchewan Avenue E. commencing at the close of polls at 8:00 p.m.

FILING OF ELECTION FINANCE STATEMENTS
